TWG’s dynamic Program Service Practice utilizes a range of services including capacity building, direct administration of human service programs and third party administration. Our team of dedicated professionals has experience administering a variety of programs related to programming under the following areas:
- Office of Minority Health Programs
- Substance Abuse, Mental Health
- Behavior Modification Programs
- Ryan White HIV/AIDS Treatment Modernization Act
- Cultural competency and diversity programs
Our clientele includes Health Resources and Services Administration (HRSA) grantees, where we serve as technical experts in fiscal and program administration. The following illustrates TWG’s technical assistance expertise for Behavior Modification Programs and the Ryan White Treatment Modernization ACT as examples of our capabilities.
The Federal Government, through the Department of Health and Human Services, provides funding through the HIV/AIDS Bureau’s Ryan White Programs to support services for persons living with HIV/AIDS throughout the country. Within Ryan White Services, we provide technical assistance that has resulted in more responsive services for the treatment of HIV through improved substance abuse linkages, development of medical case management models, and incorporation of self-management programs for persons living with the disease. Our work around capacity-building services centers on: Consumer Advisory Board (CAB) trainings, needs assessment development and consumer leadership training. The following vignettes demonstrate the innovative programming we offer under the Program Service Practice relative to Ryan White Services.
Our team of professionals provided direct technical assistance to several Ryan White funded agencies throughout the country. For example, we assisted an administrative unit in the development of a medical case management model to address health disparities affecting minorities in a western rural area of the country. Another client contracts with TWG to administer the Ryan White Part A Program Support services in collaboration with the Baltimore City Health Department and the Greater Baltimore HIV Health Services Planning Council.
Our services in the Baltimore EMA consist of direct services provided by TWG staff for persons living with HIV/AIDS and those community organizations that serve persons living with HIV. TWG provides creative programming that empowers and educates consumers through employing effective group education techniques and individual role modeling and counseling services. TWG’s Program Support activities include a series of HIV training consumers and community based providers. The trainings use various formats including onsite seminars and web-casts covering topics such as HIV and Women, Consumer Advisory Board Trainings, Cultural Competency, and Treatment Adherence. TWG serves approximately 400-500 consumers and 300 providers in the Baltimore Metropolitan Area annually in this program.
Other examples include three noteworthy programs: LEAP Program, Positive Self Management Program, and CAB Trainings: All, which are also available for other Ryan White EMAs and TGAs in the country. LEAP (Leadership, Empowerment, Advocacy Program) is a 20-session curriculum driven training program that is designed to strengthen the leadership capacity of persons living with HIV/AIDS (PLWHAs). The program explains the elements of the Ryan White Planning Council and provides LEAP participants opportunities to become active members of the Planning Council or sub-committees of the “Council”. The overall goal of the program is to provide participants with confidence and skills essential to 1) actively engage in the needs assessment process of the Planning Council 2) understand how to advocate for services and policies that affect persons living with HIV/AIDS and 3) effectively take part in related public forums, workgroups and HIV/AIDS related committees. As persons are living longer with HIV and HIV is becoming a chronic disease, many must also cope with co-morbidities or other co-occurring conditions that can complicate HIV treatment. These conditions include substance abuse, mental illness, diabetes, hypertension and even, chronic homelessness. Research shows that while some persons may possess adequate levels of coping and survival skills, these skill sets may not be organized or fully developed; hence impeding successful HIV treatment.
The Positive Self Management Program (PSMP) is an evidenced-based behavior modification training curriculum created by Stanford University. PSMP takes into consideration that persons with chronic conditions, including HIV/AIDS, have similar concerns and problems, and must cope not only with their condition, but also the impact that their condition has on their lives relative to decision-making around health issues. The tenants of PSMP are derived from the results of a five- year research project conducted at Stanford University, where it was found that persons who participated in PSMP training improved their health behaviors (exercise, cognitive symptom management, coping, and communications with physicians); improved their health status (self-reported health, fatigue, disability, social/role activities, and health distress); and decreased their days in the hospital in comparison to persons who did not receive the training. The training improves the quality of life for participants and reduces health care costs associated with HIV disease management.
We provide two (2) types of Positive Self Management Program Trainings: Consumer and Leader. The consumer training targets individuals. i.e. consumers or care-givers, who wish to learn PSMP for personal use. The Leader training targets individuals, i.e. consumers, caregivers, or service providers, who wish to become PSMP facilitators/leaders. TWG is a certified Positive Self Management Program training facility.

Consumer participation is critical for effective planning of Ryan White services at the local level. Some EMAs require active Consumer Advisory Boards (CABs) contractually. HIV/AIDS Treatment Modernization Act of 2006 maintains the legislative requirement to have HIV Health Services Planning Councils. In fact, representation is very specific with 33% of the members being consumers or persons living with HIV and AIDS. (Sec. 2602, 5-C)
TWG helps grantees across the country to meet these requirements. We provide trainings throughout the year to organizations that need to establish CABs or are looking for ways to improve their current structure.
Our work guarantees that attendees will obtain:
- Skills in advocacy and strategic planning,
- Effective ways of being role models for their community,
- Skills in creating effective links between clients, community, and the organization and,
- Skills in developing new and existing community based programs and services.
